This task adds a member to the following virtual concatenated (VCAT)
circuits:
Software Link Capacity Adjustment Scheme (SW-LCAS) VCAT
circuits on FC_MR-4 (enhanced mode) cards
Non-LCAS and LCAS circuits on CE-100T-8 cards
Adding a member to a VCAT circuit changes the size of the circuit. The
new members use the VCAT member source, destination, and routing
preference (common fiber or split routing) specified during the VCAT
circuit creation procedure.
