CM11 Assign a Virtual Line station number to re-
quired Virtual LEN.
The Virtual LEN has no relation with the physical LEN used in CM10/CM14. Therefore, any Virtual
LEN can be assigned to each Virtual Line station number.
However, the Virtual Line station number should be different from Single line number assigned by
CM10/CM14.
