Protocol write access rights

Write access rights are configurable for FTP, MMS, and HTTPS protocols in
Configuration/Authorization. The write access parameters are used to narrow down
services that allow setting changes on different network interfaces. Disabling the FTP
and IEC 61850 MMS write access on Network 1 and 2 prevents the user from updating
the configuration to the protection relay from PCM600. Disabling the HTTPS write
access prevents the user from writing setting changes from WHMI.
