Access authority setting function

This function restricts operations and access to C Controller module by setting the access authority and lockout

for each user account.

Lockout setting is a function to limit the allowed number of account authentication failures in a row. If the number is
exceeded, authentication is locked out for a certain period of time to prevent brute force attacks by unauthorized users.
There are 2 types of access authority to restrict the following operations: Administrator and Maintenance.
