Definition
UAS-L is a count of the seconds when the line is considered unavailable
at the far end. A line is considered unavailable at the onset of ten
consecutive seconds that qualify as SES-LFEs, and continues to be
unavailable until the onset of ten consecutive seconds that do not qualify
as SES-LFEs.
FC-L is a count of the number of far-end line failure events. A failure
event begins when RFI-L failure is declared and ends when the RFI-L
failure clears. A failure event that begins in one period and ends in another
period is counted only in the period where it began.
