PV deviation rate event
PV deviation is measured in each sampling cycle set using event configuration while
on/off states are determined by comparing event setting deviation rate PVs. PV devia-
tion between sampling cycles is ignored. Event on/off switching is performed according
to the sampling cycle. This function can be combined with event on delay.
Set event value is more than 0 (using upper limit event)
