In addition to the actual (estimated) value, ACBMSCBR also provides the predicted mechanical CB
closing time for the operation. The predicted value is given on receiving the close command
(CLCMDINP), and the actual value is given 300 ms after receiving the CCLCMDLX command.
Based on the changeover of NC contact, the initial mechanical delay is evaluated as the time gap
between the instant of received close command and instant of NC changeover as shown in
273.
