7.7.1 Set static neighbor cache entry

[Syntax]
ipv6 neighbor ipv6_address interface mac_address interface
no ipv6 neighbor ipv6_address interface

Adds a static entry to the neighbor cache.
If this command is executed with the "no" syntax, the specified static entry is deleted.
