Restart inhibit function

The restart inhibit function is a function to prevent the motor startup again in order that the
motor shall be protected from the damage, if the motor has been started up repeatedly. The
restart inhibit function is made of two sub-functions:
- Thermal state of rotor function
- Starts per hour function

In the case where the motor running is once stopped and then the motor is immediately re-
started, the value of θr (thermal state of rotor) has not decreased. For this reason, θr may
exceed the allowable value θrm during the motor start-up period after re-start. Figure 2.28-15
shows an example of the operation.

Thermal state of rotor function is a function to prevent the occurrence of this operation and it
uses the start-up current and start-up time to determine if the thermal state of rotor will
exceed its allowable thermal capacity after motor re-start. If the determination value exceeds
its allowable capacity and when the motor status is "Stop", then this function generates a
signal to block closing CB in order that the motor shall not start again.
The thermal state of rotor function can operate when On is set for setting [Mot-THSR-EN].
