High byte consists of bits 8 through 15.
Port configuration byte
bit 0-3 = port baud rate (0=300,1=1200,2=2400,3=4800, 4=9600,5=19200,6=38400)
bit 4-5 = parity (0=None,1=Odd,2=Even)
bit 6 = number of data bits (0=seven,1=eight)
bit 7 = number of stop bits (0=one,1=two)
