Previously-configured Module Installed After Autoconfiguration: If a module
that was previously-configured but missing at powerup is installed-after powerup, the
CPU generates an addition of module diagnostic and the module is added back into the
I/O scan.
All Modules Removed After Autoconfiguration: If all modules are absent at
powerup, the CPU clears the configuration. This allows modules to be inserted and added
to the configuration at the next powerup.
