you must set the clockrate with the clockrate command. For an example configuration using this

Caution
Attempting to force a SIP cable (which uses DB-15 or DB-25 plugs) into the FSIP universal, 60-pin
receptacle can damage the FSIP. (See Figure 3-18.)
