"yy/MM/dd,hh:mm:sszz", where characters indicate year (two last digits), month, day,
hour, minutes, seconds and time zone. E.g. 6th of May 1994, 22:10:00 GMT+2 hours
equals to "94/05/06,22:10:00+08"
<OA/DA>: source address. Same as defined in SCA. Total 2~12Otects. Therefore, the
longest address in the OA segment contains 20 digits.
<SCTS>: time chop of SMC, including year, month, day, hour, minute, second and
time difference. Time difference refers to the difference of time between the local time
and the Greenwich standard time.
<dt>: 3GPP TS 23.040 TP-Discharge-Time in time-string format:
"yy/MM/dd,hh:mm:sszz", where characters indicate year (two last digits), month, day,
hour, minutes, seconds and time zone. E.g. 6th of May 1994, 22:10:00 GMT+2 hours
equals to "94/05/06,22:10:00+08"
<st>: 3GPP TS 23.040 TP-Status in integer format
