Function
Create a new user.
Use the no form to delete the specified user.

Parameter
USERNAME
Specify a username with a length in the range of 2 to 16 characters, with an alphabet character
at the beginning.
Follow these rules for specifying a username:
class { operator | admin }
Specify the class that the user can access to.
