To edit the bulletin message, press [#/.

Select the feature you want.
Note: You can return to level 0 by pressing [*I.
You can select a bulletin message for level 3 by entering the
2 digits starting with the second digit of its number.
You can select a bulletin message for level 4 by entering the
3 digits starting with the second digit of its number.
