Stop/restart of cyclic transmission

Receiving data from other stations and sending data of its own station can be disabled in a case such as debugging.
(Transient transmission is not stopped.)
Each station's cyclic transmission can be stopped or restarted with a programming tool.
Note that this function is not available in circuit test mode.
