Configure a traffic behavior to tag packets with an outer VLAN tag.
Create a QoS policy and associate the class with the behavior in the policy.
Apply the QoS policy to the port that connects to the user.
To configure selective QinQ:

matching frames

Return to system view

Create a traffic behavior and
enter traffic behavior view

Specify an outer VLAN ID

Return to system view

Create a QoS policy and
enter QoS policy view

Associate the traffic class with
the traffic behavior defined
earlier
10.
Return to system view
11.
Enter Ethernet interface view
or port group view of the
customer network-side port
12.
Enable basic QinQ
13.
Apply the QoS policy to the
incoming traffic
