The transfer length specifies the length in byte of the window identifier list that should be sent in the DATA
OUT phase.
Window identifier: X'00'
4.5 Status: STATUS phase (target → initiator)
Each time a command is terminated, the target moves into the STATUS phase and returns a status byte to the initiator to
report the completion of the command.

A unit that received a RESE~ CONDITION or a BUS
DEVICE RESET message was selected for the first time.
