In this parameter, the low part of the PST's Internet address is specified. This
parameter must be observed with parameter PW14.
Example: Internet address 142.2.26.128  8E021A80
The addresses are divided into classes: Class A, Class B, Class C, Class D,
and Class E. These addresses always form a 32 bit value which must be filed
on these parameter bytes using the 'big-endian' format.
