Note
If set to "Y", the Reliability of Provisional Responses function
will be enabled. The option tag 100rel will be added to the
"Supported" header of the INVITE message and to the
"Require" header of the "1xx" provisional message.
If set to "N", the option tag 100rel will not be used.
