The machine powers on but won’t sew

The Singer Quantum Stylist 9960 won't sew even though it powers on because it is in "bobbin winding mode." Additionally, the machine beeps three times and displays icons related to the foot controller and start/stop button, suggesting a possible issue with the foot controller sensor. Other troubleshooting steps include performing a cold start, inspecting the foot pedal and cord contacts, switching the bobbin winder and buttonhole lever on and off firmly, and reseating the boards if the machine is out of warranty.

When stitching, I hear a noise like a tight belt or loose belt whining

Your Singer 9960 may make a high-pitched whining noise if you are using the wrong type of thread. Some threads have a slit in the cap where the manufacturer hooks the starting thread, which can snag the horizontal thread during sewing and cause issues. Covering the slit with a piece of tape may help prevent this problem.
