The machine turns on but does not produce an arc. When I stick the electrode on, the green light comes on but it does not weld. Even so, it has 10.87 volts of output.

The Chicago Electric 91811 welder may turn on but not produce an arc due to the activation of the Thermal Overload Protector. If too much current is drawn, the red Overload indicator will light up, and the welder will shut off until it cools down. It will automatically reset once it has cooled.
