The Baofeng BF-88E and Baofeng UV-888S may not be communicating despite using the same frequency and CTCSS/DCS settings due to differences in bandwidth settings. The BF-88E allows switching between wide and narrow bandwidth, while the UV-888S may have a fixed or different default bandwidth. If one radio is set to wideband and the other to narrowband, they may not receive each other’s transmissions properly. Adjust the bandwidth settings on both radios to match.
