1.2.20 Data Increment / Decrement (for RPN)
After RPN (see 1.2.22) is used to specify a parameter such as Pitch Bend
Sensitivity, Fine Tune, or Coarse Tune, this message is used to increment or
decrement the respective parameter value in steps of 1.

1.2.21 NRPN (Non-registered parameter number)
This message is used to specify a sound parameter (such as vibrato, filter,
EG, drum setup etc.) as an offset value.
Use NRPN MSB and NRPN LSB to specify the parameter that you wish to
modify, and then use Data Entry (see 1.2.4) to set the value for the specified
parameter.
