S1.3 to enable/lock out the "Test" mode

"BUS FAULT" LEDs
These are allocated to the relevant CPUs and light up when
the max. value of monitored bus access time is exceeded.
"IF FAULT" LED
Indicates fault at the serial interface.
If the interface is not in use, the LED is permanently lit.
