My spirit 41 sounds ver rough when mower is idling?

Hi , Can you tell me what the part is that is just above the Briggs and Stratton label? I think it's some sort of choke, perhaps automatic? And should it move as the revs change? I think the actual guvnor is the bit with the spring on it?
