The Dell OptiPlex 745 supports PCIe graphics cards, but the best video card depends on power supply limitations and system compatibility. The AMD Radeon HD 5450 should work as a replacement for the AMD Radeon HD 6350, as both are low-power PCIe cards with similar requirements.

For the Dell OptiPlex 745 with motherboard model # 0HR330, the best processor it supports is an Intel Core 2 Quad, such as the Intel Core 2 Quad Q6700, as the system is based on the Intel Q965 chipset.
