The Ingenuity Swing & Rocker Spruce may make noise and display lights but not swing or rotate the teddy bears due to the following reasons:

1. Power Issue – The batteries may be weak or not properly installed, affecting the swing or rotation mechanism.
2. Mode Selection – The swing function might not be activated. The user needs to press the button until the LED indicator confirms activation.
3. Weight Sensor – The swing may not start if the seat is empty or the infant's weight is outside the specified 3 kg (6 lbs) to 9 kg (20 lbs) range.
4. Mechanical Blockage – There could be an obstruction preventing the swing or rotation from functioning.
5. Malfunction – A mechanical or electronic fault may be preventing movement while allowing lights and sounds to operate.

Checking the power supply, ensuring correct mode selection, verifying weight requirements, and inspecting for obstructions can help resolve the issue.
