The wheels on the Troy-Bilt Bronco 12180 may be locking up because the wheel drive pins are inserted through the wheel hubs and wheel shaft, which locks the wheels to the shaft and causes them to turn when the Forward Clutch Bail or Reverse Clutch Control is engaged. This is the WHEEL DRIVE mode. If locking is not desired, the wheel drive pins should be removed to allow freewheeling when the engine is off.

STEP 2: Attach Handlebar 1. Attach the two legs of the handlebar support (A, Fig. 2-2) loosely to the inner sides of the tiller frame using two 3/8"-16 x 3/4" hex hd. screws (B), 3/8" flat washers (C) and 3/8"-16 hex locknuts (D).
