The Pro-Elec PEL00920 heater may be clicking constantly due to its thermostat function. The thermostat automatically turns the heater on and off to maintain the set temperature. When the room temperature drops below the set level, the heater switches on, and when it reaches the desired temperature, it switches off, which can cause clicking sounds. Additionally, thermal expansion and contraction of the heater's metal fins as they heat up and cool down can also create clicking noises. If the other heater is quiet, it may be due to differences in thermostat sensitivity, component wear, or operating conditions.
