no dirt is emptying onto the canister. It is just sticking to the filter. I have washing both filters in upper tank, shook lower filter and checked the hoses for a clog to no avail

Dirt may not be emptying into the canister of the Bissell Powerlifter Swivel Pet 2260 Series vacuum due to the following reasons:

1. Clog in Vacuum – There may be debris build-up or clogs in the inner tank, hose, or foot/lower hose.
2. Dirt Tank is Full – The dirt tank may need to be emptied.
3. Dirt Tank Not Installed Properly – The tank should be positioned correctly and locked in place.
4. Dirty Filters – The pre-motor filter may need to be checked, cleaned, or replaced.
5. Crack or Hole in Stretch Hose – The hose should be inspected for damage and replaced if necessary.

Checking and addressing these issues should help resolve the problem.
