The SIMATIC PCS 7 Maintenance Station integrates field devices and components via its Electronic Device Description (EDD) and uses the communication paths of SIMATIC PDM for information exchange.

With the existing project, check that the TCP/IP protocol is activated on the plant bus before connecting the PDM MS.
