This reasoning is based on the fact that all BLER CS1 to CS4 the protocol steps (GPRS attach, GPRS detach, …) are achieved on the GSM/DCS bands and validated by Philips Approval [Sequencer] department. The new parameter to check, introduced by GPRS, would be BLER (Blocks Error Rate).
